Who must use a properly fastened safety belt while in a moving motor vehicle?
In the state of Utah, all of a vehicle's occupants must use a safety belt. Drivers can be cited if they aren't wearing a safety belt or if any passenger under the age of 16 is not wearing a safety belt. Any passenger age 16 or older can receive a citation if they are not wearing a safety belt and the vehicle is stopped for any other reason.
